The Dún Laoghaire Business Association (DLBA) is proud to announce the launch of its DLBA Retail Strategy 2025 created by the town’s Dargan Institute. It is a bold new vision to revitalise and future-proof the town's retail sector. The strategy, officially launched on the 5th of March 2025 under the title ‘Dún Laoghaire Retail Strategy 2025 - A Four Part Strategy to deliver Retail Rejuvenation’, outlines a series of targeted initiatives to attract more visitors, support independent retailers, and position Dún Laoghaire as a desirable shopping destination. Over 800 people responded to the survey that informed the strategy.
Dún Laoghaire has long been a hub of commerce, history, and community. Yet, like many town centres, it faces challenges in maintaining and growing its retail sector. In response, the Dún Laoghaire Business Association (DLBA), with research and strategy support from the Dargan Institute, has developed a comprehensive retail strategy to reshape perceptions, enhance the town's commercial appeal, and create a thriving retail environment.
Changing Perceptions, Embracing Reality
A major insight from the strategy is the gap between perception and reality. Many believe that Dún Laoghaire suffers from a lack of parking, retail options, and vibrancy. However, the research tells a different story:
The town has 2,450 parking spaces, with an average charge of just €4.90 for two hours.
264 businesses operate in the area, offering a diverse mix of shopping, dining, and services.
While Dún Laoghaire was never a luxury retail destination, it has always excelled in everyday essentials and household goods.
The much-discussed Dún Laoghaire Shopping Centre accounts for only 5% of total retail space, meaning the town’s overall retail health is much broader.
With major capital investment through the Living Streets and Harbour Masterplan projects, the best days for Dún Laoghaire are ahead, not behind.

With a €20 million capital investment, the Living Streets project aims to create a safer, greener, and more inviting urban environment. The focus is on:

2. Environment and Retail Enhancements
This phase seeks to improve the town’s physical and regulatory landscape:
Upgrading shopfronts and enforcing design standards
Strengthening planning laws to prevent vacancy and dereliction
